Okay. He's part of the HGIF Series IV set of vending machine capsule toys. He costs 300 yen, and he won't be available until December.

Vending machine capsule toys aren't available through regular retail outlets, BUT they're still pretty easy to find, even if you live outside Japan. There are tons of websites that sell Japanese capsule toys. Just Google "Haruhi HGIF" or "Haruhi gashapon" or whatever, and I'm sure you'll find them. These figures also frequently show up on ebay and yahoo auctions, too.
