Er, I'm pretty sure that employment rate is low because schools don't have money to employ larger kitchen staffs. Not because they don't want to manage more people. (As an aside, I've never met a school that wasn't desperate for more employees - anything we can do to increase the ratio of adults to children in the building is a good thing - but it always comes down to not having enough money to support a staff the size that they would like to have.)
