Not always, actually. Especially in Raqs Sharqi dancing (i.e. "belly dancing") the veil is meant to accentuate the beauty of the eyes and the mystery of a woman's face. Looking at Zubaydah's outfit I think that's where Ohkubo might have gotten his inspiration from.
Although at the end of the day I can't really argue that Zubaydah's outfit ISN'T stupid because there's just no way that any reasonable meister would wear a dancer's outfit every day - or especially wear one when going into battle - other than the obvious explanation, which is that Ohkubo relied on a lazy and racist stereotype when designing Zubaydah's clothing.
