I'm pretty sure that Ohkubo didn't plan much of this too far ahead, in all honesty. It's not that hard to spot slapdash storytelling or convenient retconning once you know what you're looking for.

I disagree. Sometimes a comic relief mascot character is just that: a comic relief mascot character. I don't think it's too improbable for Ohkubo to introduce a character solely as a running gag and nothing more.
Buuuut on the other hand, I agree with you that Excalibur is probably one of the Eight Warriors, if for no other reason than because that would be the funniest possible outcome.
